A comprehensive Palestine curriculum endorsed by UUCSA is set to enter South African classrooms, beginning with a Western Cape rollout and educator training workshop in Cape Town.

In a seminal development for education in South Africa, a comprehensive national curriculum dedicated to the critical study of Palestine, colonial history and systemic injustice is poised for its Western Cape debut. Transcending basic historical instruction, the initiative seeks to nurture a deep understanding of the region’s history, guiding learners to recognise the roots of the current situation while fostering a commitment to resist wrongdoing and oppose apartheid practices.
The rollout, scheduled for this weekend, represents the culmination of a decade-long strategic effort to institutionalise the teaching of the Palestinian narrative within South African schools, moving the discourse from reactionary activism to structured academic inquiry.
The initiative is distinguished by its high-level institutional architecture. The workshops are being hosted and mandated nationally by the United Ulama Council of South Africa (UUCSA), the country’s umbrella theological body. By endorsing this curriculum, UUCSA has signalled a shift towards a ‘proactive, solution-driven intervention’, urging educational institutions to view the material not as supplementary, but as a critical component of a student’s moral and historical formation.
Crucially, this theological mandate is operationalised through a strategic partnership with the Association of Muslim Schools (AMS) at a national level. This multilateral collaboration bridges the gap between religious leadership and educational practitioners, ensuring that the curriculum is pedagogically sound and effectively integrated into existing academic structures.
While the curriculum’s release coincides with a moment of heightened global consciousness regarding the genocide, its architects emphasise that the project is the result of long-term pedagogical planning rather than an immediate political reflex.
Moulana Ebrahim Moosa, a curator of the curriculum and executive member of the Palestine Information Network (PIN), contextualised the rollout within a broader historical timeline.
‘The initiative has been nearly a decade in the making and is set for nationwide rollout in early 2026,’ Moosa stated.
He elucidated the rigorous developmental process: ‘There have been discussions towards this end, particularly within Muslim schools in South Africa, spanning close to a decade. In 2018, the Palestine Information Network entered into a memorandum of understanding with members of the Association of Muslim Schools to develop a curriculum. The material was partially developed at the time, and we are now seeing it through, informed by both local and international discussions on Palestine awareness.’
While UUCSA provides the national directive, the implementation in the Western Cape is being driven by a robust coalition of its provincial members. In a display of unity, both the Muslim Judicial Council (MJC) and the Cape Town Ulama Board (CTUB) have officially partnered to host the Cape Town leg of the national tour.
Both organisations have issued urgent directives to their constituencies, framing the rollout as a ‘historic milestone’ for education in the country. In a communiqué issued to imams across the peninsula, the Cape Town Ulama Board described the project as a ‘critical initiative designed to help our educators teach the story of Palestine with historical depth, Islamic perspective, and integrity’. Similarly, the MJC Education Desk has mobilised its network, requesting religious leaders to utilise their platforms to ensure educator attendance.
The curriculum itself was developed under the auspices of the Islamic Curriculum Initiative (ICI) – a project of the Global Association of Islamic Schools (GAIS) – and creates a standardised framework for middle and high school learners.
The project is overseen by Hafiz Advocate Muhammed Vahed, a specialist in leadership training and founder of the Young Leaders Academy. Serving as a joint facilitator for the workshops, Vahed described the initiative as a necessary intervention to empower teachers who often face epistemological challenges when navigating such complex geopolitical subject matter.

‘This curriculum goes beyond historical facts,’ Vahed noted. ‘It equips educators to teach with confidence, balance and purpose, and to help learners develop informed and principled perspectives.’
The curriculum distinguishes itself by offering a suite of professional resources designed to support educators in delivering engaging, evidence-based lessons. These include:
- Structured content: Free, professionally developed material suitable for Islamic schools and other educational institutions.
- Detailed lesson plans: Comprehensive guides featuring cross-curricular links, interactive activities and references to primary sources.
- Multimedia integration: Slide decks, maps and visual aids designed to provide context and clarity to complex geopolitical realities.
The national rollout began with a massive success in Durban last month, where the curriculum was introduced to an inaugural cohort of educators and Ulama. Feedback from that session highlighted the curriculum’s ability to deepen the understanding of the region’s spiritual and historical significance.
The focus now pivots to the Western Cape, where a high-level educators’ training workshop has been scheduled to orientate local stakeholders. The session will be facilitated by both Advocate Vahed and Moulana Moosa, ensuring that teachers receive the ‘highest quality of guidance’ directly from the curriculum’s curators.
