Spain’s defiance and the geopolitics of Ceuta

Spain’s increasingly independent stance on Gaza, Morocco’s expanding military partnership with Israel and the renewed migration crisis at Ceuta today raise urgent questions about political leverage and a wider geopolitical realignment.

In recent days, an eruption of news on a tiny geographical location known as Ceuta, 250 miles to the east along North Africa’s Mediterranean coast and constituting one of the EU’s only land borders with Africa, has grabbed public attention.

While reports on Ceuta have sought to make sense of the reasons why it has become a migration flashpoint, the politics of hate against Spain driven by the United States (US), Israel and Morocco are largely under-reported.

Undoubtedly, Spain’s increasingly independent position on Gaza has placed it on a collision course with the US-Israeli regional agenda.

Clearly by design, the series of events unfolding across the western Mediterranean suggests that Madrid’s foreign policy choices are carrying geopolitical consequences far beyond the diplomatic arena.

Spain has emerged as one of Europe’s strongest critics of Israel’s genocide and ongoing military campaign in Gaza. It recognised the State of Palestine, called for accountability over alleged war crimes, opposed aspects of military cooperation with Israel, and reportedly refused the use of Spanish bases for offensive operations linked to the conflict with Iran.

These decisions have distinguished Spain from many of its European partners and challenged the strategic consensus that Washington and Tel Aviv have sought to maintain.

At the same time, Morocco has become one of Israel’s closest strategic allies in North Africa. Since the Abraham Accords, military cooperation between Rabat and Tel Aviv has expanded rapidly.

Israeli defence technology, intelligence cooperation, drone programmes and air defence systems have all become central pillars of the relationship.

Morocco’s strategic value extends beyond North Africa. Its position overlooking the Strait of Gibraltar gives it influence over one of the world’s most important maritime chokepoints.

These parallel developments deserve closer examination.

The recent migration surge into Ceuta has inevitably raised questions. Morocco has previously demonstrated its deliberate ability to relax border enforcement during periods of diplomatic tension with Spain, most notably in 2021.

This established precedent makes it reasonable to ask whether migration has once again become an instrument of political leverage.

There is, however, an important distinction between raising questions and asserting conclusions.

Independent probes will likely provide evidence that the US, Israel and their notorious intelligence agencies worked in cahoots with Morocco to orchestrate the latest migration surge.

Surely the pattern of despicable manipulation of policies associated with the US-Israeli cabal makes it difficult to ignore the broader strategic environment in which these events are unfolding.

Spain finds itself increasingly isolated from the emerging Israel-Morocco security partnership. Morocco, meanwhile, continues to deepen its defence integration with Israel while strengthening its standing with Washington.

The convergence of these interests cannot simply be dismissed as unrelated developments.

The Abraham Accords were never solely about diplomatic normalisation. They reshaped regional alliances by integrating military cooperation, intelligence sharing, economic investment and strategic infrastructure into a new security architecture.

Morocco occupies an increasingly important place within that framework.

Against this backdrop, Spain’s refusal to align fully with Israeli and American regional objectives inevitably carries strategic implications.

Nations that diverge from prevailing security arrangements often encounter diplomatic, political or economic pressure. History provides numerous examples where leverage has been exercised through trade, finance, intelligence relationships or migration.

While the latest drama surrounding Ceuta results from deliberate geopolitical pressure, what we can say with certainty is that Spain’s independent foreign policy and Morocco’s expanding collaboration with Israel are factors worthy of serious scrutiny.

Media coverage that treats these developments as isolated events needs to be challenged, especially given the fact that little or zero attention has been given to how the Abraham Accords have undermined justice.

Journalism indeed has a responsibility to identify patterns that conventional reporting often overlooks. That does not require unsupported allegations. It requires asking whether apparently disconnected events form part of a wider geopolitical realignment.

Spain’s position on Gaza has altered its relationship with both Washington and Tel Aviv. Morocco’s strategic importance has simultaneously grown within the same regional architecture.
